So, what do you need to do to get it?

You will be able to find him in Lookout Landing from the very start, alongside Josha. The first quest he gives to you is called the “Camera Work in The Depths”. Once you complete it, the next quest “Mystery of The Depths”.
When you finish “Mystery of The Depths”, head back to Robbie’s workshop at the Lookout Landing and speak with him. He will tell you about his plans to return to the Hateno Ancient Tech Lab. You will need to go there as well. When you find him there, speak with him, and he will add the Zelda TOTK Shrine Sensor to the Purah Pad.
